Understanding the Role of Housing in Supporting Adults with Complex Needs

Across the UK, the need for safe, stable and supported housing for adults with complex needs continues to rise. Adults facing mental health challenges, learning disabilities, homelessness, substance misuse recovery, or previous involvement with the justice system often require more than standard accommodation — they need a safe environment where they can rebuild stability and independence.
Recent adult social care figures show that 889,000 people received long-term support in England during 2024–2025, with 672,000 still receiving support at the end of March 2025. Of these, 276,000 were aged 18 to 64, showing the significant number of working-age adults who rely on ongoing care and support services.
Housing plays a major role in this support. Without suitable accommodation, individuals with complex needs may struggle to access healthcare, maintain routines, engage with support services, or move towards independent living. The pressure is also being felt by the NHS. In March 2025, an average of 9,309 patients per day with hospital stays of at least 14 days were delayed from leaving hospital, with many delays linked to capacity issues across care, support and community services.
Supported housing helps reduce these pressures by providing accommodation alongside care, supervision or support, allowing people to live more independently within the community. Government guidance describes supported housing as accommodation provided with support to help people live as independently as possible. For adults with complex needs, quality housing can support better mental wellbeing, reduce the risk of homelessness, improve access to care, and provide the stability needed to rebuild confidence.
